What happens when you try to open a game? Do you receive any error message\code?
I would suggest you to uninstall and reinstall the game in compatibility mode and check if the helps:
Follow these steps:
a. Right click the installation file and select Properties.
b. Click the Compatibility tab.
c. Under Compatibility mode, check Run this program in compatibility mode for: option.
d. Select Windows 8.1 from the available option and Click Apply and OK.

Well, I installed it in compatibility mode for windows 8, then I tried to open the game, it won't show up, not even the task bar icon, I also tried opening it in compatibility mode for windows XP (service pack 3), windows 7, windows vista, bot none of these seem to work

I'm having the same issue with running Rise of Nations, was running Windows 8.1 then upgraded to Windows 10 today. Was running fine on 8.1 although I'm unsure if I had it running on compatibility mode before the upgrade but the game itself was running fine with no issues. After doing the initial setup on Win10 rebooted the PC( just to say face to the computer gods) and then tried to run RoN shortcut off my desktop which was already installed before the upgrade and the program itself would not launch which before you could hear the disk load the initial videos off of the disk itself for the splash screen but it seems as though it's not initializing the disk drive itself to even run the splash screen for the initialization of the game.
Tried running the "compatibility troubleshooter" option on the .exe itself and went through a number of different versions of windows, first trying the Windows 8 option as Windows 8.1 option wasn't available which it would bring up "Please login with administrator privileges and try again" window so I manually changed the settings for all users on the properties menu and also made sure "Run this program as administrator" was checked and still the same. Tried stepping down the various versions of windows it had as options until I changed it down to Win XP SP1, 2 which did bring up the option to run the program as admin notification but after selecting yes it wouldn't do a thing.
Also tried browsing through a few community threads to see if their were previous issues reported with Win 8 and it's compatibility with Rise of Nations and so fourth and tried a few tips like editing the rise2.ini file and also re-installing the Visual C++ (VSU_4\vcredist_x64.exe)(VSU_4\vcredist_x86.exe) and still nothing. So after hours trying to fix the issue myself without un-installing (hoping I wouldn't be un-installing the game along with files I may need after the un-install that I may need to get back but can't because of it's compatibility) which turned out to be true. After re-installing and un-stalling for the third time including restarting after every install including the Visual C++ installs (to please the OS gods this time), the installs of the game seem to not load the C://Users/(Profile)/AppData/Roaming/MicrosoftGames/Ron/ folders back to the original location instead being blank after the Microsoft games. Everything that was originally there in the C://ProgramFilesx86/MicrosoftGames/Ron/ is there but the AppData/Roaming is not.
Hopefully I have provided helpful information to help get this fixed for this update otherwise I'll either be downgrading back to 8.1 or just porting over to my other OS. Any help besides the steps listed above will be grateful.

My problem is it opens, but the screen flickers. Is mine a resolution problem? I hope I don't have to reinstall it. If so, how can I change it?

I can not open the game Rise of Nations any more. When I click on the icon to open the game I am given a message "lease log in with administrator privileges and try again".
Last week I played the game with no problems and nothing has changed on my pc apart from windows updates.
This pc has only had windows 7 on it.
There is only one user on the pc which is me and I am the administrator.
I have deleted the game and reinstalled 3 times and it has made no difference.
Any advice??

The retail version uses a DRM that won't work on Windows 10 (and as of a recent update 7 and 8) due to security concerns. The Steam version (which has some graphical enhancements as well) does not have that DRM.

I too was having the "…login with administrator privileges…" error message, and was disheartened to see it was a relatively new problem without a verified fix.
I tried all the obvious resolutions: uninstall/reinstall ; enabling the admin account, as described ; clearing the leftover registry entries between uninstall/reinstall ; disabling the firewall ; disabling AV ; disabling windows defender … all to no avail.
Finally, I realized it was such a recent problem it may be related to updates – and since windows 10 controls updates in a new, overbearing way, it was wrongfully being blamed for something I was encountering on my Windows 7 machine.
So I removed all the recent updates, and sure enough RON now launches. So now it was a matter of identifying the specific culprit.
…Well I've found it.
Windows Security Update for x64 Systems KB3086255
Remove the update, and you'll be able to play again – regardless of your OS.
Once I reinstalled it, sure enough RON wouldn't start again – and then tried it twice more to verify.
**TO UNINSTALL**
Either, search for "Installed Updates" and then identify the described update
...OR...
Simply copy and paste the below address into the windows search bar
C:\Windows\explorer.exe shell:::{d450a8a1-9568-45c7-9c0e-b4f9fb4537bd}
**NOTE**
This is for Windows 7 & 8.1 ... you will need to reboot the machine for the changes to take effect.
*ALSO*
There are no updates that can be removed from Windows 10 to make it work...it looks like if you want to play Rise of Nations you're gonna have to roll back to your previous OS.
...At least until Microsoft releases an update that'll make it compatible...

I just tried to install the program. I was able to install it, when I open it, it just flashes on and off. I theoretically could play the game, it just highly distracting and annoying. Any suggestions?

THIS IS IT. I uninstalled just that specific update (Windows Security Update for x64 Systems KB3086255 ) and my Windows 7 x64 installation works perfectly. You are the best and brightest of us all. Thank you for sharing this.
